GSSI applies underwriting discipline to the sovereign-risk layer of financial decisions, but GSSI does not itself underwrite, execute or arrange transactions, act as an investment manager or insurer, or assume the financial risks it analyses. Capital, credit, insurance and legal decisions remain with the client and its authorised decision-makers and advisers.

## Principal

[Shahin Iraninejad](https://globalsouth-intel.com/principal) leads GSSI. The firm's Global South lens was formed in institutional finance before it became a forensic geopolitical advisory practice. Between 2013 and 2023 he worked across market risk, strategic risk management, structured credit and investment banking at Credit Suisse, and senior transaction management at Citi Private Bank. The site records more than $20bn of transaction and portfolio exposure across more than 20 jurisdictions, with extensive transaction execution across Sub-Saharan Africa, North Africa, West Asia and Eastern Europe, alongside broader emerging-market risk oversight across EMEA, Latin America and Asia. His transaction work included sovereign and quasi-sovereign financings involving multilateral institutions, export credit agencies and development finance institutions.

## Analytical approach

GSSI's public methodology is expressed as a five-step decision architecture:

1. Sovereign Spectrometer — diagnose how a sovereign system is built, funded, governed and likely to behave under stress, including fiscal capacity, institutional authority, constitutional continuity, operational resilience, dependencies and constraints.
2. Primary-source evidence — establish original-language, fiscal, legal, institutional, market and commercial records before prevailing narrative shapes the conclusion.
3. VERITAS — analyse actors, institutions, contradictions and trajectories against an accumulated record.
4. Adversarial testing — separate independently verifiable evidence from structural interpretation and professional judgement; test competing explanations and define conditions that would change the view.
5. Institutional decision — translate the conclusion into the portfolio, transaction, dispute, insurance, commercial or operational exposure that matters.

Analytical-record principle: conclusions are preserved before hindsight and subsequently tested against observable outcomes, including partial validations, misses, unresolved cases and scenarios whose triggers never occurred.

Iran became the first proving ground for this methodology because it combines sanctions-distorted financial signals, fragmented primary-source visibility, constitutionally complex institutions and multiple state actors communicating through different institutional registers. Native-language access to Farsi sources allows those signals to be examined at source. Iran is a proving ground for the method, not the geographic boundary of the practice. Application to another sovereign system requires jurisdiction-specific recalibration rather than mechanical transplantation.

The 2024 Iran Budget Study demonstrates a separate but connected sovereign financial capability: macroeconomic and budgetary analysis of revenue, expenditure, fiscal constraints and sovereign financial capacity under sanctions.

Project Sesame developed into a longitudinal corpus containing hundreds of dated analytical records. The comparative value is institutional memory: new signals can be compared against accumulated actor and institutional baselines instead of being interpreted in isolation.
